About the Interregional Meeting

Why Antalya, why now?

Unions in the Trade Unions for Energy Democracy (TUED) network are co-convening a three-day Inter-Regional Meeting of unions in Antalya, Türkiye. Coinciding with COP31 and adjacent to the People’s Climate Summit, the main purpose of the 2.5 day meeting is to further develop a clear and compelling trade union public pathway alternative to neoliberal climate policy.

Unions are coming to Antalya at a time when a growing number of governments are walking away from their climate commitments and responsibilities. Meanwhile, the climate crisis continues to intensify with record-breaking temperatures and catastrophic events such as the recent glacier collapse in Nepal/Tibet.

The Climate Policy Emergency Must be Addressed

Since the early 1990s, climate policy has been shaped by the idea that private investors would lead the transition to a low carbon future. This “profit first” neoliberal approach has been completely discredited and is now rapidly unravelling.

More than three decades after the adoption of the UN Framework Convention on Climate Change, and more than a decade after the Paris Agreement, annual global greenhouse-gas emissions have reached their highest level in history. Climate targets are routinely missed, investment is inadequate (especially in the Global South) and energy security concerns go unanswered.

Many “green” policies have only tightened the grip of the financial elite over key policy decisions—imposing a “green structural adjustment” agenda on the Global South, while leaving workers everywhere with higher energy and fuel costs due to the impact of “de-risking” private capital.

Our Alternative: The Public Pathway

The need for a policy shift toward a public pathway approach — anchored in public ownership of energy and other vital industries, public financing, and non-commercial international cooperation — has never been more urgent. The public pathway is not a finished policy blueprint. It is an evolving framework that is being developed through research, debate, and worker struggles to fight the “privatise to decarbonise” neoliberal agenda, allows for meaningful popular participation in shaping the energy transition, and to expand the reach of global public goods.

Unions and their allies are not prepared to watch from the sidelines as governments at COP31 again back-peddle and procrastinate. The Inter-Regional Meeting in Antalya aims to create space for unions, policy allies, and social movements to collectively strengthen an approach that puts people and the planet before private profit.
